8th Revision of GHS Is Now Available

photo of flags from different countries - learn more about the 8th Revision GHSOn June 12, 2019, the Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labeling of Chemicals of the UNECE made available the 8th revised edition of the Globally Harmonized System of Classification and Labeling of Chemicals (GHS) in print.  The electronic version is expected later this summer.  The revisions include classification changes, new pictograms, new labeling examples for sets or kits, and a new annex on dust explosion hazards.  Also incorporated in the new edition are revised and further rationalized precautionary statements and an editorial revision of Sections 2 and 3 of Annex 3.

Classification Changes

Chapter 2.3 is updated to classify a substance or mixture as either an aerosol in accordance with 2.3.1 or a chemical under pressure in accordance with 2.3.2.  Tables are inserted to include the new classification criteria.  New label elements are added for chemicals under pressure and three new hazards statements are added:  H282 Extremely flammable chemical under pressure: May explode if heated; H283 Flammable chemical under pressure: May explode if heated; and H284 Chemical under pressure: May explode if heated.

In Chapter 3.2, new information is included for skin corrosion/irritation classification on how to apply in vitro/ex vivo data.  Table 3.2.6 is added to include the criteria for skin corrosion based on in vitro/ex vivo methods.  New Table 3.2.7 contains skin irritation criteria based on in vitro methods.

Updates to Chapters 3.8 and 3.9 include miscellaneous amendments to clarify the classification criteria for Specific Target Organ Toxicity.

New Pictograms

In Annex 3, Section 5, two new precautionary pictograms were added as examples for communicating the meaning P102 “Keep out of reach of children”.  One example is from the Association for Soaps, Detergents and Maintenance Products (AISE) and the other is from the Japan Soap and Detergent Association (JSDA).

New Labeling Example for Sets or Kits

Example 10 is appended to Annex 7 to provide labeling examples for sets or kits. Several labeling examples for conveying GHS information for are provided for two different scenarios.

New Annex on Dust Explosion Hazard

A new annex (Annex 11 – Guidance On Other Hazards Not Resulting In Classification) provides guidance on the identification of dust explosion hazards and the need for risk assessment, prevention, mitigation, and hazard communication.

Recommended Action Items:

It will be several years before country-specific implementations include the above changes.  In the meantime, it is recommended that companies become familiar with the above changes and assess how the changes will affect their product classifications, SDSs, and labels, and be prepared to make the necessary changes to authoring and labeling software programs.
