Presently, no inventory of chemical substances similar to those of other industrialized countries exists in Russia despite numerous attempts to create it. However, recently a national chemical inventory has begun development with the help of the Technical Regulation 041/2017 by the Eurasian Economic Union (TR EAEU 041/2017).
One of the goals of the TR 041/2017 is formation of a union-wide inventory of chemical substances. Preliminary steps in this process include development of national inventories in each country-member of the EAEU. As of 2019 those countries are: Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia.
In Russia, the government has begun gathering information on chemical substances from industry. The government agency in charge of the process is the Ministry of Industry and Trade (Minpromtorg). A separate entity is assigned to help the industry to comply with the requirements of the process – CIS Center.
Any company doing business and located in Russia must notify the Ministry on substances it produces or imports and their respective volumes. Instructions on the notification process and required information are given on the CIS Center website.
Overall, the framework for the inventory is similar to that of the EU REACH regulations, as such it has been referred to by some as EURASIA REACH.
To aid organizations in compiling their own inventories, the CIS Center created a starter inventory with information on substances it contains.
This inventory can become a basis for the “existing chemicals” part of the national inventory in the future. However, finding a chemical in this database does not eliminate the requirement for companies to notify on the their own use of such chemical.
By the end of 2019 the ministry plans to complete the information gathering on all chemicals presently manufactured in and imported into Russia. Notification can only be done by companies incorporated or having an office in Russia, so foreign manufactures selling to Russian companies are encouraged to contact their Russian partners to ensure that the above mentioned requirements are fulfilled.
