Toys: U.S. CPSC Issues Direct Final Rule to Mandate ASTM F963-23

The U.S. Consumer Product Safety Commission (CPSC) issued a direct final rule to mandate ASTM F963-23 Standard Consumer Safety Specification for Toy Safety effective April 20, 2024.

The U.S. Consumer Product Safety Commission (CPSC) has issued a direct final rule to mandate ASTM F963-23 for toy safety.

Specifically, this final rule incorporates by reference ASTM F963-23 Standard Consumer Safety Specification for Toy Safety.

This rule also updates the existing notice of requirements (NOR) that provides the criteria and processes for the Commission’s acceptance of accreditation of third-party conformity assessment bodies for testing to ASTM F963.

The rule is effective on April 20, 2024, unless CPSC receives a significant adverse comment by Feb. 20, 2024.
