Starting Jan. 1, 2022, the state of Utah will require manufacturers and importers to include a sterilization permit number on retail textile labels for bedding, upholstered furniture and quilted clothing made with filling material.
The state will also require manufacturers, sterilizers, importers/exporters, distributors, supply dealers and repairers with or without employees to register for an annual license and pay a fee. These entities will need to renew their licenses on or before Dec. 31 of each year, which they can accomplish online.
The Bedding, Upholstered Furniture, and Quilted Clothing Inspection Act under Chapter 10 of the Utah Agricultural Code states that filling material may include wool, feathers, down, hair, artificial or synthetic fibers, or a combination of materials that can pad or insulate bedding, upholstered furniture or quilted clothing.
Labels must feature words such as “all new material” or “secondhand material,” and used mattresses must display a clearly visible tag featuring the word “used.”
A retailer may advertise an item filled with down, feather or both materials as “new” if it consists of 100% reclaimed or recycled material, provided that the tag clearly discloses that information.

Recommended action items
If your company manufactures, imports, repairs or sells bedding, upholstered furniture or quilted clothing products, make sure:
- Your company registers with Utah’s Department of Agriculture and Food.
- Your label includes the sterilization permit number and complies with the required label formats.
